How can I implement the Value suggest feature in Neptune as shown in the example below:

but I am not sure how to do that in Neptune.

Look at the documentation of our sap.m.Select. It describes how easy it is to achieve value list into UI5 components. It's all about binding to the right data in the application class.
Thank you for your answer but I am trying to use sap.m.Input http://support.neptune-software.com/support/solutions/articles/131238-input rather than sap.m.Select and would like to show the suggestions to the user when he starts typing. Would you be able to provide me with an example on how to achieve it?
The autocomplete on a mobile phone is sometimes a struggle with the form factor, keyboard covering 50% of the screen, placement of input field at the top of the screen etc.
If you use an Input field, the best way to achieve this is to set showValueHelp = true, and on the valueHelpRequest I suggest to open a SelectDialog or SelectTable. Will work smooth on a mobile device.
